Livescan Expenditure Program for Fiscal Year 2023

The Missouri State Highway Patrol (MSHP) has received an appropriation to assist local law enforcement agencies with costs associated with a purchased or leased livescan device through the state vendor Idemia. This webpage is designed to inform agencies of the details related to the disbursement of this appropriation.

Agencies Requesting a New Livescan

Agencies requesting a new or replacement criminal livescan will be able to apply for one device through the following process. The amount received by any one agency will not exceed $6,625.00 per fiscal year and this amount may be applied to either the first-year lease cost under the Livescan as a Service (LSAAS) or a purchased device, whichever the agency prefers. In addition to completing the Application for New or Replacement Livescan, your agency will also need to complete either a purchase or lease configuration request form. If you are choosing the purchase option, please fill out the corresponding Purchase Configuration form within the application. If you are choosing the subscription option, please fill out the LSAAS Configuration form within the application. One of these forms must be completed, which indicates your agency’s livescan options, or the application will be incomplete.

  1. Complete the application form found HERE and submit the form to the following email address, Please note, if accepted, you will be required to complete additional forms and sign a service agreement with Idemia prior to any order being processed.
  2. The application will be reviewed to determine if the agency qualifies based on the application information submitted and past criminal card submissions to the Central Repository.
  3. The application process will be open from September 1, 2022 through November 30, 2022.
  4. If an agency needs a livescan cabinet, this may be provided under the plan at no cost. These cabinets are manufactured by Missouri Vocational Enterprises. Click HERE to obtain the specifications on the cabinets. If a cabinet is ordered, it will be delivered prior to the livescan installation.
  5. All new livescan orders will be submitted to Idemia to ensure delivery and installation prior to the end of FY23.

Maintenance and Lease Costs

  1. There is no action needed on the part of law enforcement agencies to obtain the appropriation credit for the yearly Idemia maintenance or lease cost. The MSHP will work with the livescan provider, Idemia, to obtain a listing of all invoices payable during FY23 (July 1, 2022 through June 30, 2023) for active maintenance or lease accounts.
  2. A few agencies have been identified as being under warranty during the previous fiscal year and are now being billed by Idemia. The MSHP is currently working with Idemia regarding these agencies that may have already received a bill. If your agency has received a bill for FY23 OR has received a current fiscal year invoice as your device is coming out of warranty, please do not pay this invoice as it will be included in the MSHP appropriation payment to Idemia.
  3. Please note if you have multiple devices, or receive billing invoices for FAST ID, applicant devices, etc., the MSHP appropriation payment will cover the cost of one criminal livescan being billed at the highest amount (up to the $6,625 limit) per agency. Your agency is still responsible for paying the maintenance cost above the appropriation limit.
  4. Once payment has been made, the MSHP will provide each agency with a letter outlining the amount paid to Idemia on their behalf.
  5. The MSHP will facilitate the payment to Idemia for active maintenance and lease accounts no later than September 1st, 2022. Once the payment is made, Idemia will be responsible for crediting the respective accounts. 486.5026 RSMo.: Authority to collect Fee for Biometric Verification Systems

Agencies are encouraged to consider pursuing a local ordinance that is allowed under 488.5026, RSMo. This statute allows the collection of a $2.00 fee for every conviction in the jurisdiction for the purpose of maintaining “biometric verification systems”. Jurisdictions that have enacted local ordinances pursuant to this statute have reported that the fees collected provide them with a funding stream for biometric-related expenses, which include livescan devices, Fast ID devices, maintenance/lease expenses, and network connectivity.

As with any state appropriation, there is no guarantee future appropriations will be provided for purchase, lease, or maintenance of livescan devices. Acceptance of this assistance should be with the understanding that your agency assumes responsibility for all future associated costs when purchasing a device with subsequent maintenance, or upon entering a LSAAS contract with Idemia.
